一、依據大陸委員會(以下簡稱陸委會)114 年 3 月 31 日陸法字第 1140400293 號函辦理，檢附原函影本 1 份。
二、中國大陸近年持續增修國安法令及擴張司法管轄範圍，又於去(113)年 6 月 21 日發布「懲獨 22 條」，並設置懲獨舉報信箱，加劇國人赴陸人身安全之不確定性。公務員不論因公或因私赴陸均屬兩岸交流體系的一環，考量渠等相較於一般民眾，承擔維護國家體制安全、接觸國家機密事項及保障國人基本權利等責任，為陸方滲透竊密之重要對象，赴陸遭留置盤查之安全風險較高，請協助提高相關人員赴陸風險意識及瞭解中國大陸強化管控情形，以利赴陸前審慎評估人身安全程度，減少赴陸可能意外及風險。強化人員赴陸風險意識之宣導，並於赴陸前至陸委會「國人赴陸港澳動態登錄系統」登錄必要資訊，以保障赴陸後之人身安全。
三、另鑒於國人赴陸之人身安全屬於重要公益事項，為提高國人赴陸風險意識，確保國人之人身安全，請各機關(學校)參考陸委會相關宣導素材，協助透過陸委會專區連結、宣導跑馬燈、電子看板、社群媒體或張貼宣傳物等方式，向國人宣導提醒赴陸風險，並鼓勵國人於赴陸前可至上述陸委會系統進行登錄，以利在陸期間如遇有突發或緊急情事時，政府可即時與當事人親友取得聯繫，提供必要協助，確保自身權益。
