一、依據行政院人事行政總處 114 年 4 月 10 日總處培字第 1140014105 號函轉大陸委員會(以下簡稱陸委會) 114 年 4 月 7 日陸法字第 1140400343 號函辦理，並檢附前開原函影本及相關附件各 1 份。
二、依臺灣地區與大陸地區人民關係條例第 9 條及內政部訂（函）頒之「臺灣地區公務員及特定身分人員進入大陸地區許可辦法」及「簡任第十職等及警監四階以下未涉及國家安全機密之公務員及警察人員赴大陸地區作業要點」，對於公務員赴陸分別訂有相關管理規定，合先敘明。
三、請各機關人員申請進入大陸地區，應確實遵守上開相關規定及「本府及所屬機關學校人員因公出國案件及赴大陸地區（含非因公）申請案件須報府核定（轉）期程表」規定辦理。除簡任（或相當簡任）第 11 職等以上公務員應依上開規定報府核轉內政部（或內政部審查會）許可外，各機關應加強簡任（或相當簡任）第 10 職等以下未涉密公務員赴陸之管理，同仁應於預定赴大陸地區前，依各機關赴陸申請方式(按：差勤系統線上申請或填具申請表)，並詳閱公務員及特定身分人員進入大陸地區注意事項後，向所屬機關（構）申請，機關首長應向直屬上級機關申請，經機關（構）核准後，方得赴陸。
四、又依行政院 109 年 12 月 23 日院臺法字第 1090036072 號函略以，行政院及所屬各機關(構)人員不論請假或於例假日赴港澳，均應於行前至陸委會「國人赴陸港澳動態登錄系統」進行登錄，並影送所屬機關(構)留存，謹慎評估自身安全風險。
五、為強化人員赴陸風險意識，各機關人員不論平、假日赴陸（按：包含入境中國大陸、從中國大陸機場入境轉機及不入境轉機【過境轉機】），皆屬「進入大陸地區」之行為，均應於赴陸前完備上開申請手續。本府差勤管理系統已於赴大陸地區申請表填單前注意事項，加入陸委會函附之警示文字，餘非納入本府差勤系統之機關(警察局、消防局、環保局、衛生局、財政稅務局)請於本年 5 月底前於各自差勤管理系統加入警示文字。
六、為保護同仁赴陸安全，陸委會網站建置「國人赴陸港風險專區」，內含赴陸風險實際案例，觸犯中國大陸國安罪嫌之行為態樣及相關提醒及建議事項，請各機關(構)應加強宣導赴陸應遵守之規定與可能風險，建立同仁正確赴陸觀念。
