主旨：檢送考試院民國 103 年 7 月 22 日修正發布之公務人員考績法（以下簡稱考績法）施行細則第 14 條條文、總說明及條文對照表，以及銓敘部依該條文授權訂定之一次記二大功專案考績具體事實表各 1 份，請 查照。
說明：
一、依據本府人事處案陳銓敘部 103 年 8 月 13 日部法二字第 1033871793 號函辦理。
二、查本年 7 月 10 日考試院第 11 屆第 292 次會議決議，旨揭修正草案照考試院本年 6 月 19 日審查會決議通過並作成附帶決議，為落實覈實考評，以達考績激勵性目的，請銓敘部就一次記二大功專案考績，組成專案小組審核。是以，自旨揭修正條文發布並自本年 7 月 24 日生效後，公務人員一次記二大功專案考績，將依考試院上開審查會附帶決議，由銓敘部組設專案小組，並考量個案事實內容、有無爭議或是否例辦有案等，提專案小組報告或提討論案交由審查小組審核。至上開生效日前尚未銓敘審定之一次記二大功專案考績案件，則依「程序從新、實體從舊」原則處理（詳如附表），併請參考。
