一種新型態的數位學習機制，每門課的開課期間約 6～18 週，提供更符合學習專注力的課程內容
(如 5～15 分鐘小單元)，並以主題明確且長度適中的單元教學影片為主，輔以測驗及作業，讓學
習者依自己的進度進行學習，並與老師及同儕於虛擬平臺或實體空間進行互動，特性有：
1. 課程強調小單元（約 5 到 15 分鐘）分段。
2. 雙向互動的線上教學型態，更多的師生互動。
3. 評量方式多樣化，有互動測驗、作業。
4. 學習節奏由學生主導。
「e學中心」數位學習平台 105年度設立「MOOCs 學習專區」，請本校公務人員踴躍參與學習。地研中心與國立空中大學合作，於 e 學中心設立「MOOCs 學習專區」網址 https://elearning.rad.gov.tw/fet/system/application/userfiles/files/MOOCs2016/index.html ，以「Taiwan LIFE 台灣全民學習平台」作為推動公務人員 MOOCs 學習平台，提供更多元化之數位學習模式，參與 e 學中心「MOOCs 學習專區」推薦課程完課者，可獲得公務人員終身學習時數。因平台註冊資料無法判斷公務人員身分，選課後請將「105 年度公務人員參與磨課師(MOOCs)學習登錄公務人員終身學習時數表」回傳人事處承辦人信箱(grace41@mail.tainan.gov.tw)，人事處將彙送研習中心轉國立空中大學進行註冊資料比對後登錄學習時數。
